To be eligible for enrollment in the Phlebotomy Technician IET, applicants must meet the following criteria prior to placement in the NHA CPT module sequence:
Age and eligibility: Applicants must be 18 years of age or older and authorized to work in the United States. Given the clinical, patient-facing nature of phlebotomy work, applicants should also be prepared to meet healthcare-setting requirements such as a background check, immunization documentation, and physical capacity for standing, repetitive motion, and direct patient contact, as required by clinical training site and employer partners.
Educational documentation: Applicants must hold a high school diploma or High School Equivalency (HSE), or be actively enrolled in HSE coursework concurrent with program participation, consistent with WIOA Title II adult education co-enrollment requirements.
Intake and skills assessment: Applicants must complete WorkKeys assessment (Applied Math, Workplace Documents) during the intake process. WorkKeys results are used to confirm basic skills readiness for clinical and laboratory documentation tasks, establish the AE literacy baseline required for Measurable Skill Gain reporting under WIOA Title II, and inform any additional academic support needs identified for 1:1 coaching. Level 3 is the minimum assessment requirement with a score of at least 73.
Completion of Pre-Training Workshops: Applicants must complete the 2-week Pre-Training Workshop sequence, Skilled US Essentials and Employability Soft Skills (Sessions 1–4, totaling 26 AE hours and 12 Employability hours), prior to beginning Week 1 of the NHA CPT module sequence (PHB-101). These workshops cover orientation to the Skilled US mission, mindset and goal alignment, the W-Curve framework for navigating change, priority setting, stress management, conflict resolution, and foundational financial literacy, and serve as a required readiness gate before clinical instruction begins.
